To this;
1. Duplicate the photo. Ctrl + J
2. Desturate the picture, Shift + Ctrl + U, and change the layerstyle to Hard Light.
3. Make a new empty layer. Fill it with the color #1C1C7A. Change the layerstyle to Exclusion, and change the Opacity to 42 %.
Dublicate your base layer, and pull it above the other layers. Change the Layer Style to Soft Light.
