There's lots of picture filters in photoshop. Now I'm gonna introduce you to the most regular blurs. . Find a random pic:
Duplicate the layer, then choose Filter - Blur Gaussian Blur as you see over. Click OK.
Set this layer to soft light, and you get this!
Choose Smart Blur istead of Gaussian. Turn Threshold lower, maybe around 15? Nifty plastic effect!
